As this VI shows, running DaqMX on windows has some time hiccups. Not sure if this was worse or better at Cornell, but I do remember studying it and attributing it mostly to having the network interface card running. Since I'm currently using remote desktop, it's not surprising that I'd get these milliseconds-long delays.
