The simulation of the Burtzev model

In what follows I will explain what Mikhail Burtzev explains in the paper that he send to me.

Burtzevv essentially established a model in which an organism evolves through the construction of its abilities to survive in term sof the addition of functional systems. Each functional system is constituted by a set of elements and each one oh these elements is influenced by a gene. The fitness of an organism is defined as the total quantity of inherited functional systems. A system only can cope a new functional systems when having the previous ones in linear serie of additions. A non functional systems can be made functional by learning -changing the state of an element- or by mutation, i.e. an element can be made present by mutation of teh related gene, making it active.

That is eesentially the Burtzev mechanism.What I do not understand in how he build the architecture of the genes, which is necessary to understand the way he perform the simulation. Is he using a genome which essentially codes a neural network as the memory mechanism which allows the organisms to learn and to follow a test and error strategy? I do not know? I think that the best thing is to wait for the response of Mikhail.
