The temperature in the lab has forced me to lower the temperature on the thermal cycler to 50C for annealing and that produced a PCR product. It also gave me less smear than I typically receive when doing this experiment so that is positive. I will now try to do PCR with labeled reverse primer and unlabeled forward primer and work my way through the tethering construct construction.
